Immediate Behaviour Support for New NDIS Participants

At Quovus, our Interim Behaviour Intervention Support Plans (BISP) provide immediate, practical support for individuals entering behaviour support services under the NDIS.

An Interim BISP is a mandatory NDIS requirement for all new participants where restrictive practices may be in place or where immediate behavioural risks need to be managed. It ensures that safe and appropriate strategies are implemented while a Comprehensive Behaviour Support Plan is being developed.

What is an Interim BISP?

An Interim Behaviour Intervention Support Plan is a short-term, therapeutic working document designed to address immediate behavioural concerns and reduce risk during the early stages of support. This plan focuses on:

  • Current context of care
  • Existing restrictive practices (RPs)
  • Immediate reactive support strategies
  • Risk management and safety planning

Unlike a Comprehensive Plan, an Interim BISP is less detailed but plays a critical role in ensuring support teams have clear guidance from the beginning.

NDIS timeframes

Under NDIS guidelines:

Within 1 month
An Interim BISP must be completed within 1 month of the service agreement being signed.
Within 5 months
A Comprehensive Behaviour Support Plan must follow within 5 months of the Interim Plan being finalised.

Our assessment process

    We begin by connecting with the referring provider to gather essential information and clarify support requirements.

    Review historical and current information

    Our team reviews all relevant reports, behavioural history and current client presentation.

  3. 03

    Observation and stakeholder interview

    We conduct direct observations across relevant settings and interview carers, support staff and family members to build a clear understanding of the participant's needs.

  4. 04

    Travel and site-based assessment

    Where required, our clinicians attend the participant's home, school, workplace or care setting.

  5. 05

    Clinical checkpoint with supervisor

    We complete an internal review, particularly focusing on restrictive practices and compliance requirements.

  6. 06

    Draft plan development

    The Interim BISP is developed and reviewed through:

    • Clinical Supervisor review
    • Editorial review
    • Provider and stakeholder review
  7. 07

    Final report delivery

    Once approved, the final plan is distributed to providers and stakeholders and stored securely in our document system.

  8. 08

    NDIS compliance and documentation

    Where required:

    • PRODA upload completed by administration
    • Supporting evidence and documentation attached
    • Restrictive Practice Survey completed

Moving from an Interim to a Comprehensive BISP

Where an Interim Plan has been developed, the NDIS requires it to be upgraded to a Comprehensive Plan within 5 months. At Quovus, our best-practice approach is to complete this process in approximately 8 weeks, or in line with the participant's available funding schedule.

A Comprehensive BISP provides a more detailed, holistic and long-term framework for positive behavioural outcomes, moving beyond immediate risk management to identify behavioural functions and proactive strategies.
