Comprehensive Behaviour Intervention Support Plan

At Quovus, our Comprehensive Behaviour Intervention Support Plans (BISP) provide a complete and person-centred framework for understanding behaviours of concern and implementing practical, long-term support strategies.

A Comprehensive BISP is designed to assess the function, purpose and triggers of behaviour, while identifying the best proactive, environmental, reactive and restrictive strategies to improve quality of life, safety and independence.

Our goal is to create a plan that supports the individual across all areas of life, with strategies that are realistic, therapeutic and aligned with NDIS requirements.

What is a Comprehensive Behaviour Intervention Support Plan?

A Comprehensive BISP is a detailed behavioural support plan developed through a holistic assessment process. It brings together:

  • Historical behavioural information
  • Current support needs
  • Diagnostic and clinical profiles
  • Stakeholder insights
  • Direct observations
  • Environmental influences
  • Existing restrictive practices (if applicable)

This process helps identify why behaviours occur and what supports are needed to improve outcomes for the participant and those around them. A Comprehensive BISP is commonly used when an existing Interim or Comprehensive Plan is already in place with another behaviour support provider, and the current support arrangements continue to meet immediate safety and placement requirements.

Transitioning from an Interim BISP

Where an Interim Plan has been developed, the NDIS requires it to be upgraded to a Comprehensive Plan within 5 months of the Interim Plan being finalised. At Quovus, our best-practice approach is to complete this process in approximately 8 weeks, or in line with the participant's available funding schedule.

The Comprehensive Plan goes beyond immediate risk management by exploring the broader context of the individual's life, identifying behavioural functions and implementing proactive strategies to improve quality of life, independence and wellbeing.

Our process

We follow a structured and clinically supervised process to ensure every Comprehensive BISP is high-quality, evidence-based and practical.

  1. 01

    Contact the provider

We begin by speaking with the provider to understand the participant's current supports and behavioural presentation.

  2. 02

    Review historical and current information

Our clinicians assess previous reports, intervention history, behavioural data and current support arrangements.

  3. 03

    Observation and stakeholder interview

We conduct direct observations and engage with key stakeholders to understand behaviour across different settings.

  4. 04

    Travel and site-based assessment

Where required, our team attends the participant's support environments to complete in-person assessments.

  5. 05

    Clinical review of restrictive practices

A structured supervisor checkpoint ensures restrictive practices are reviewed for necessity, compliance and reduction planning.

  6. 06

    Draft plan development

The plan moves through internal review stages, including:

    • Clinical Supervisor review
    • Editorial review
    • Stakeholder feedback
  7. 07

    Final plan delivery

The finalised Comprehensive BISP is provided to the participant's support team and securely stored in our document management system.

  8. 08

    NDIS documentation and compliance

    Where required:

    • PRODA upload completed by administration
    • Evidence and supporting documentation attached
    • Restrictive Practice Survey completed
